I've personally tested it on the following configurations:

ZoneAlarm 2.6.357 on WinME
ZoneAlarm 2.6.88 on Win98
ZoneAlarmPro 2.6.231 on Win98

All were on a LAN, 192.168.0.0 w/a netmask of 255.255.255.0 which ZA 
recognized in it's network configuration setup.  No other netblocks 
were included in the 'local zone'.

All were able to deliver information to IP addresses outside of that 
netblock without ZoneAlarm alerting.  Additionally, all were able to 
deliver information while the 'Internet Lock' feature was active.
